Charles Green is an experienced and award winning interim manager and consultant who has undertaken a series of major senior management interim roles with a range of local authorities:

As Deputy Chief Executive, Cumbria County Council, Charles provided strategic support to the Acting Chief Executive. He also led the Policy and Performance function of the authority which included working on strategic partnerships and CAA preparations. He set up the initial governance arrangements for Building Schools for the Future; reviewed the County’s approach to area working and set in place new programme management arrangements for major projects and the capital programme.

As Corporate Director (Environment), Cumbria County Council, Charles led and restructured two former departments into the new Environment Directorate (280 staff, £65m revenue budget) with responsibility for: planning, sustainability and the environment; waste management and energy including major nuclear issues; highways and transportation; and economic development. The Directorate attained the top environment score of 4 during this period and Charles won the Local Authority Environment Interim Manager of the Year Award from SOLACE for his work.

As Head of Regeneration and Economic Development, North Tyneside Council, Charles led the regeneration, economic development, and community safety functions until 2 new heads of service were in post. He was responsible for overseeing the Council’s corporate £665m 10 year Strategic Investment Programme and led a series of major projects such as the regeneration of the North Bank of the Tyne (feasibility stage) and Whitley Bay (project delivery phase).

As Head of Housing Market Renewal, Liverpool City Council, Charles led the Division delivering a £30m per annum HMRF programme involving both housing clearance and redevelopment projects, in close collaboration with private sector, RSL and other partners. The role involved extensive engagement with local communities.

As Director of the Liverpool Partnership, Charles led Liverpool’s Local Strategic Partnership, one of the largest and most complex in the country. He worked with all the partners to develop, review and streamline the partnership, ensure it was fit for purpose with a good level of accreditation, and led the initial submission of a new Local Area Agreement for Liverpool.
